Human Rights and Drug Policy Across the United Nations: Commemorating International Human Rights Day

Drugs and drug policy do not exist in a vacuum, and communities are impacted in diverse ways that stretch across the silos of the UN system. The annual drugs omnibus resolution – titled, “International cooperation to address and counter the world drug problem” reflects the UN system-wide relevance of drug-related matters. In commemoration of International Human Rights Day, this event will showcase key developments that took place during 2021 from diverse UN entities that can support system-wide coherence between drug control and the UN pillars of peace and security, development, and human rights, as well as the Sustainable Development Agenda.

Future Directions for Gender-sensitive Ammunition Management Processes

As the UN General Assembly receives the Final Report of the Group of Governmental Experts (GGE) on problems arising from the accumulation of conventional ammunition stockpiles in surplus, Member States will consider developing a more comprehensive approach to conventional ammunition management processes, one that addresses not only safety but security. One aspect that the GGE highlighted was the “value of considering ammunition management throughout its life cycle, using a gender analysis, in order to identify relevant entry points for gender mainstreaming” (A/76/324, para 81).

While gender analysis has been introduced to address a variety of aspects of small arms control, it has received less attention in the ammunition-specific domain, especially outside of stockpile management concerns. In response to this knowledge gap, the United Nations Office for Disarmament Affairs (UNODA) is implementing a project to promote effective, safe and secure ammunition management through the development of gender-responsive guidance, including in the framework of the International Ammunition Technical Guidelines (IATG) and the UN SaferGuard Programme.

Following the release of a briefing paper last year, UNODA and the Small Arms Survey are hosting a virtual event to launch a report that highlights gender considerations throughout the life-cycle management of ammunition, “Gender-sensitive Ammunition Management Processes: Considerations for National Authorities,” on the margins of the First Committee of the 76th session of the UN General Assembly.

The event will highlight the main elements from the publication, as well as provide a brief overview of the life-cycle management of ammunition.

High-level meeting of the GA on the Appraisal of the UN Global Plan of Action to Combat Trafficking in Persons

Special Accreditation for the high-level meeting of the General Assembly on the appraisal of the United Nations Global Plan of Action to Combat Trafficking in Persons

Pursuant to General Assembly resolutions 75/283, a high-level meeting of the General Assembly on the appraisal of the United Nations Global Plan of Action to Combat Trafficking in Persons will be held from 22 to 23 November 2021, at the United Nations Headquarters, in New York.

PARTICIPATION

In accordance with General Assembly resolution 75/283, representatives of non-governmental organizations in consultative status with the Economic and Social Council will be invited to participate in the high-level meeting in accordance with the established practice of the General Assembly.

Furthermore, in accordance with the same resolution, the President of the General Assembly will draw up a list of other relevant representatives of non-governmental organizations, civil society organizations, academic institutions and the private sector who may attend the high-level meeting, taking into account the principles of transparency and equitable geographical representation, with due regard for the meaningful participation of women, in accordance with the established practice of the General Assembly. The President of the General Assembly will submit the list to Member States for their consideration, in accordance with General Assembly resolution  75/283. The application for special accreditation is now open until 14 October 2021.

The thirty-second special session of the Trade and Development Board will start on Monday, 6 September 2021 in hybrid format. International Day of Remembrance of and Tribute to the Victims of Terrorism

Victims of terrorism continue to struggle to have their voices heard, have their needs supported and their rights upheld. Victims often feel forgotten and neglected once the immediate aftermath of a terrorist attack fades, which can have profound consequences for them. Few Members States have the resources or the capacity to fulfill the medium and long-term needs required for victims to fully recover, rehabilitate and integrate back into society. Victims can only recover and cope with their trauma through long-term multi-dimensional support, including physical, psychological, social and financial, in order to heal and live with dignity.

The primary responsibility to support victims of terrorism and uphold their rights rests with Member States. The United Nations has an important role in supporting Member States to implement Pillar I and IV of the UN Global Counter-Terrorism Strategy through standing in solidarity and providing support to victims, capacity building assistance, establishing networks of, and offering support to, civil society organizations, particularly victims of terrorism associations, and encouraging Member States to promote, protect and respect the rights of victims. The United Nations has been working to provide resources, mobilize the international community and better address the needs of victims of terrorism.

The General Assembly, in its resolution 72/165 (2017), established 21 August as the International Day of Remembrance of and Tribute to the Victims of Terrorism in order to honor and support the victims and survivors of terrorism and to promote and protect the full enjoyment of their human rights and fundamental freedoms

Resolution 72/165 builds on existing efforts by the General Assembly, the Commission of Human Rights and the Human Rights Council to promote and protect the rights of victims of terrorism.

By proclaiming an International Day dedicated to victims, the General Assembly reaffirmed that the promotion and the protection of human rights and the rule of law at the national; and international levels are essential for preventing and combating terrorism.

The Global Counter-Terrorism Strategy, adopted unanimously in its resolution 60/288, on 8 September 2006, notes that the dehumanization of victims counts among the conditions conducive to the spread of terrorism, and the most effective way to counter terrorism is through measures that respect human dignity and uphold the rule of law.
