Anti-LGBTQ+ bills passed in Uganda and Ghana and new ones are pending in Kenya and Zambia. According to Human Rights Watch\, at least 67 countries have national laws criminalizing consensual relations between same-sex adults\, and at least nine countries have laws criminalizing the expression of gender identity that does not align with the individual’s assigned sex at birth. \n  \nIn the United States\, for example\, at least 520 laws that violate sexual orientation/gender identity human rights were introduced in state legislatures in 2023\, of which 70 were enacted\, according to the Human Rights Campaign. In 2023\, the Ugandan government enacted a series of laws that criminalize same-sex relations with punishment up to and including the death penalty. In 2022\, “LGBT propaganda” became illegal in Russia\, prohibiting the expression of LGBTQ identity in any public medium. \n  \nThese discriminatory and dangerous policies are actively harming the LGBTQ community\, and represent a troubling regression in progress that has been made toward equal protection. Our panel of speakers will share their experiences working to combat anti-LGBTQ+ forces. This newfound awareness has been further altered by the advent of AI\, fundamentally reshaping our outlook on the imminent future\, amplifying concerns and uncertainties surrounding a digitally dominated world. \nOperating since the dawn of the digital revolution\, the Infopoverty World Conference has punctually chronicled the pivotal junctures of this era. Its focus remains on spotlighting commendable projects and practices that merit the attention of the United Nations system\, under whose auspices it was established\, with the mission of promoting the achievement of the MDGs and SDGs through the strategic utilization of ICTs and new technologies.\nA fresh chapter is unfolding\, propelled by a cohort of digital natives and the pervasive integration of new technologies shaping the very essence of progress. Within this landscape\, tackling the diverse array of new and sometimes unethical occurrences—largely driven by private entities wielding control over infrastructure and operational platforms—has ascended to paramount significance. Delaying the resolution of these issues is no longer tenable. \nThe proclaimed SDGs have paved the way for development as a guiding compass. Now\, substantial technical\, social\, political\, and economic endeavors are imperative\, especially directed towards marginalized communities\, to allocate significant resources into AI-driven e-services to surmount the deficiencies and challenges in telecommunication infrastructure\, e-learning\, food security\, telemedicine\, and e-governance. ICTs and AI stand as viable and potent solutions to contemporary challenges\, provided they are ethically tested and applied to address the essential requirements of people. The Declaration stated that all peoples have the right to self-determination and that immediate steps should be taken to end colonialism unconditionally. \nThe General Assembly created a list of Non-Self-Governing Territories and a mechanism to assist colonial and occupied nations to choose their future form of governance freely. Of the hundred or so on the original list of NSGTs\, roughly 80% have gained independence and membership in the United Nations. Today\, 17 nations remain on the Non-Self-Governing Territories’ list\, but dozens more peoples and nations are not on the list\, working to exercise their right to self-determination. \nIn 1990\, 2000\, 2010\, and 2020 (A/RES/75/123)\, the United Nations General Assembly issued resolutions declaring each time “the decade for the eradication of colonialism.” Yet\, no new state has emerged from the UN list of Non-Self-Governing Territories since 1986. Tragically\, the UN’s decolonization mechanisms have been virtually unproductive for forty years\, leaving the only means to self-determination and independence: 1) violent armed conflict\, causing hundreds of thousands of deaths\, injuries\, and destruction; and 2) the breakup of larger states (such as the Soviet Union). \nIn 2021\, the UN Human Rights Council passed A/48/7\, “The Negative Legacies of Colonialism on the Enjoyment of Human Rights\,” calling on all United Nations agencies to renew their efforts to end all forms of colonialism. \nThe Decolonization Working Group’s primary activity will be to assist the United Nations in implementing its commitments as expressed by UNGA Resolution 1514 (XV)\, A/RES/75/123\, and A/RES/48/7. \n

DESCRIPTION:CONFERENCE OF NGOs IN CONSULTATIVE RELATIONSHIP WITH THE UNITED NATIONS (CoNGO) Regional Committee in Asia-Pacific (RCAP)\n  \nBangkok\, Thailand – April 25-26\, 2024\n  \nNotification and Invitation to RCAP 2024 Addressed to NGOs/CSOs in the Asia-Pacific Region \n  \nA. CoNGO has organized an RCAP Session each of the past six years generously hosted by Siam University\, Bangkok\, thanks to the hospitality of SU President Dr Pornchai Mongkhonvanit. During the Covid Pandemic\, the event was held online to widen the sphere of participation for those unable to travel. RCAP provides an opportunity to strengthen regional solidarity and understanding\, to exchange experience in crucial Sustainable Development and related areas\, and to create new and invigorating partnerships. \nB. RCAP is always held during the week of the Plenary Session of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) to encourage attendance at both events. RCAP meets on the last days of ESCAP\, when the main debates are over and the plenary is mostly engaged in adopting concluding resolutions. This year the ESCAP Plenary is scheduled a month earlier than usual\, namely April 22-26\, so RCAP will meet at Siam University on Thursday April 25 and Friday April 26. (See programme) \nC. RCAP has two main features. The first is an analysis of regional\, national or local implementation by Asia-Pacific NGOs/CSOs of the Sustainable Development Goals that are up for review this year at the UN High Level Political Forum (UN.HQ\, July 8-17). This year the HLPF focusses on SDGs 1\, 2\, 3\, 16\, 17\, and its overall theme is “Reinforcing the 2030 Agenda and eradicating poverty in times of multiple crises: the effective delivery of sustainable\, resilient and innovative solutions.” \nCoNGO hereby invites Asia-Pacific NGOs/CSOs to submit a report (4-8 pages) on their implementation activities for all or some of the five SDGs mentioned. Please focus on illustrating\, by on-the-ground examples\, the second half of the long UN title\, namely the EFFECTIVE DELIVERY OF SUSTAINABLE\, RESILIENT AND INNOVATIVE SOLUTIONS. Most of you will know that at the July 2024 HLPF the following Asia-Pacific countries will offer Voluntary National Reviews (VNRs): Laos\, Micronesia\, Nepal\, Palau\, Samoa\, Solomon Islands\, and Vanuatu. CoNGO has consistently advocated that national NGOs be involved by each government in the preparation of its VNR. \nB. At RCAP 2024 we shall offer congratulations to the Asia South Pacific Association for Basic and Adult Education (ASPBAE) which celebrated its 60 th Anniversary recently. ASPBAE has regularly participated in RCAP\, and serves on its Steering Committee. ASPBAE steadfastly “protects and defends the right of all to inclusive\, gender-transformative and climate-saving education”. \nC. Outside the RCAP Conference Room on the 18 th Floor of University Building 19 there will be an Exhibition space\, and participants are welcome to bring posters and \ndocumentation that illustrates their organization’s work. The displays can be set up \nduring the morning of Thursday April 25 and removed in the afternoon of Friday \nApril 26. \nD. Participants are responsible for their travel and accommodation arrangements. \nHowever there is no registration fee\, nor any charge for the reception\, coffee breaks \nand lunches. \nE.
