SUMMARY:ECOSOC Meeting on Care and Support Systems
DESCRIPTION:The NGO Committee on Ageing calls your attention to an upcoming event: \nECOSOC Meeting on Care and Support Systems \n19 July 2024\, 10am – 1pm\, \nECOSOC Chamber at the UNHQ \nFor more information about this meeting please refer to the following concept note: \n  \nPURPOSE: \nThis meeting will promote care and support systems from the foundational pillars of gender equality\, human rights\, and sustainable development. It will seek to articulate good practices\, lessons learned about the contribution of care and support systems to ensure the wellbeing and the rights of care recipients and caregivers through coherent and gender responsive policies. It will also seek pathways for implementation of this agenda based on the ongoing efforts by Member States\, the UN System\, and relevant stakeholders and to take concrete steps towards establishing care and support systems that are human rights-based\, gender-responsive\, disability-inclusive\, and age-sensitive. \nBACKGROUND \nThe Care agenda has built important momentum over the last year\, as the General Assembly adopted resolution A/RES/77/317 titled “The International Day of Care and Support”\, and the Human Rights Council adopted resolution “Centrality of care and support from a human Rights Perspective”. The latest resolution adopted by the ECOSOC (E/RES/2024/4) urged Member States to “ensure the creation of enabling environments for promoting care and support systems for social development and implement all measures necessary to ensure the well-being and rights of care recipients and caregivers\, to recognize and redistribute care work among individuals\, as well as families\, communities\, the private sector and States\, and to contribute to the achievement of gender equality and the empowerment of all women and girls.” \nCARE AND SUPPORT FOR SUSTAINABLE DEVELOPMENT \nCare and support systems are crucial to sustain societies\, and to foster economic prosperity. Sustainable Development cannot be achieved without robust and resilient care and support systems where no one is left behind. These systems are not only critical to addressing the undervaluing and gendered division of care work as a precondition for SDG 5 on gender equality and the empowerment of all women and girls with benefits cutting across multiple SDGs\, including SDG 1 on Poverty\, SDG 3 on Good health and wellbeing\, SDG 4 on Quality education\, SDG 8 on Decent work and economic growth\, SDG 10 on Reduced inequalities\, SDG 11 on Sustainable cities and communities\, thus contributing to support just\, prosperous and sustainable economies. \nTHE HUMAN RIGHTS LENS OF CARE \nCare is central to meeting the physical\, psychological and emotional needs of care receivers and care providers\, thereby enhancing their rights\, dignity\, agency and wellbeing. This encompasses not only the rights of paid and unpaid care workers\, as enshrined in the human right treaties and various international labor standards\, but also the broader obligation to support all persons throughout their life cycle. Such care and support ensures that all people can live independently and within their communities. This is particularly crucial for upholding the dignity\, agency\, independence and autonomy of older persons\, persons with disabilities\, and persons with mental health conditions. It is also central to children’s development through the provision of sufficient\, safe and nutritious food\, to support healthy growth and development through stimulating environment and social interactions with attentive caregivers. \nCARE AND GENDER EQUALITY \nThe redistribution of the disproportionate responsibility of domestic and care work that women have historically faced is a matter of economic and social justice. Work that\, by the way\, remains invisible and undervalued in many parts of the world today. Official figures indicate this: according to the International Labor Organization (ILO)\, 16.4 billion hours a day are dedicated to unpaid care work\, which is equivalent to 11 trillion dollars or 9% of the world’s GDP. Furthermore\, the Gender Snapshot 2023 found that progress towards a fairer balance of unpaid care work has been slow and that globally women spend 2.8 more hours than men on unpaid care and domestic work. \nCARE AND THE FUTURE OF WORK \nIt is clear that more needs to be done to recognize\, reward\, and value paid care work and care workers as essential workers and adopt measures that combat gender stereotypes related to care and support\, as well as those related to\, inter alia\, race\, disability\, ethnicity\, age\, and migratory status\, to reduce occupational segregation for care work. It is also important to improve the working conditions and reduce precarious employment in paid care work. Working conditions for care workers should be improved and decent work for care workers should be promoted in accordance with international labor standards. In particular\, decent work contracts should be ensured for care and support workers in the informal and formal economy\, including migrant care and support care and support workers. Additionally\, it is key to account the value of informal care work and the need for recognition and support for unpaid family caregivers. \nADVANCING CARE AND SUPPORT SYSTEMS: THE INSTITUTIONAL OPPORTUNITY \nThis ECOSOC Special Meeting will provide a platform for member states\, UN Agencies\, and stakeholders to share best practices\, innovative policies\, and effective strategies that recognize and bolster care work as a fundamental component of social and economic development. To this end\, the UN system has mobilized efforts towards a UN Policy Paper on Transforming Care Systems in which aims to inform and harmonize UN Agency efforts on care by offering key definitions\, guiding principles\, approaches\, and policy options that can be contextualized to different socio-economic realities. It intends to amplify the impact of the UN System in advancing comprehensive care systems that enable gender equality\, well-being\, and social justice alongside sustainable development and economic transformation. \nOBJECTIVES \nIn accordance with draft resolution E/RES/2024/4\, the objective of the informal intergovernmental interactive dialogue is to: \n• Evaluate experiences\, good practices\, and main challenges concerning the promotion of and investment in care and support systems – Participants will discuss past experiences and existing practices in promoting and investing in care and support systems\, and will have an opportunity to react to the UN Policy Paper on Transforming Care Systems \n• Understand contributions of care and support systems to individuals\, families\, societies\, and economies – The discussion aims to deepen understanding of how care and support systems contribute to the well-being of individuals\, the resilience of families\, the cohesion of societies\, and the overall economic prosperity. \n• Consider caregivers’ and receivers’ roles\, and pathways to the care economy – Central to this dialogue is the recognition of the pivotal roles played by caregivers and receivers in care and support systems. \n• Discuss the potential of investing in the care and support systems to reduce women’s time and income poverty\, support women’s labor force participation\, and expand employment opportunities in the care sector. \nFORMAT \nThe meeting will be open to all delegations\, and will consist of a high-level opening\, an interactive panel discussion\, and a closing segment. The meeting will feature the participation of the President of the Economic and Social Council and high-level officials from the United Nations. Leaders from civil society\, private sector\, and other key partners also will be in attendance. \nPARTICIPATION \nDelegations are invited to share their valuable contributions by requesting the floor in the open discussion segment of each panel. There will be no list of speakers for this event. Every effort will be made to facilitate contributions from Permanent Missions and other participants during the interactive panel discussions. Simultaneous interpretation will be provided to all official UN languages. \n  \nProgram \nOpening Remarks: \n● H.E. Ms. Paula Narvaez\, President of the Economic and Social Council. \n● H.E. SUMMARY:5 Trillion USD as Year as Payment Towards Climate Debt
DESCRIPTION:CAMPAIGN LAUNCH JULY 25\n5 TRILLION AS PAYMENT TOWARDS THE CLIMATE DEBT!\nCALL to ACTION & COMMUNICATIONS PACK\nThe Global North has an incalculable climate debt owed to the Global South\, stemming from their huge share of responsibility for the cumulative historical and continuing greenhouse gas emissions and the resulting climate crisis.  This climate debt is part of a larger historical\, social\, economic\, and ecological debt owed to the Global South\, arising from centuries of colonial and post-colonial exploitation and oppression. \nOn July 25\, movements and civil society organizations will launch a Campaign demanding that Global North governments pay US$5 trillion a year in public funds as a downpayment on their Climate Debt.     \nThese governments claim they do not have enough public funds to deliver on their financial obligations towards the Global South but spend trillions in fossil fuel subsidies and military infrastructure and operations.  Instead of addressing tax abuses of huge multinational corporations that are global polluters and profiteers\,  they advance global tax deals favoring the rich. At a time when public funds are desperately needed for peoples’ needs and rights\, Global North governments refuse to respond to the clamor for the cancellation of public debts in the South which they\, together with their elites and corporations\,  bear the biggest responsibility for\, and instead promote failed\, flawed and futile debt reduction measures and offer more loans.    In recent years\, the unjust and inequitable global economic and financial architecture that they perpetuate – legacies of colonialism – caused an annual net resource transfer from the South to the North in the trillions. \nThis year is a pivotal year to raise our claims for payment for Climate Debt.  In the lead-up to and during COP 29 in Baku\, Azerbaijan\, Climate Finance will be a central issue in the international climate space.   for Climate Finance. These next months will offer crucial opportunities that will either propel us toward the radical transformation needed in our social\, economic\, and political systems or doom us to further climate chaos. Delay is no longer an option – we need to unite and increase pressure on all fronts to ensure decisive action. \nJoin us in Launching this Campaign through intensive and massive digital actions on July 25 and continuing on July 26. Our actions will coincide with the Heads of Delegation retreat happening in Baku from July 26 to 28. \nThe Campaign Launch will be followed by key moments in the next months when we will be holding globally coordinated mobilizations including a Global Week of Action in September during the period of the UNGA and the Summit of the Future. \n \nJULY 25 and 26\nONLINE ACTIONS: $5 TRILLION FOR CLIMATE DEBT\nOn July 25\, we aim to march  the launch of the $5 trillion campaign byposting the #PayUp materials on social media. The goal is to amplify the demand for a $5 trillion annual down payment for the climate debt owed by Global North governments to the people of the Global South. We emphasize that the full cost of what is owed is incalculable and the $5 trillion demand provides a realistic\, attainable figure in addressing the urgent\, escalating climate needs of the Global South. \nWhen: July 25 and 26 \nWhere: Facebook\, Twitter\, Instagram\, LinkedIn \nMain call: $5 trillion for climate debt now! \nHashtags: #PayUp #ClimateFinanceNow #TrillionsNotBillions \n \nDOWNLOAD LEAD $5TR MACRO HERE (in En\, Fr\, Es) \nLANGUAGES TO COME: Portuguese\, Hindi\, Arabic\, Russian\, Japanese\, Chinese (simplified) \nDOWNLOAD ADDITIONAL MESSAGING MACROS HERE (En\, Es\, Fr) \nFor the consideration of various CSO constituencies in the climate justice arena and of the wider social movements is the Climate Finance Escalations Campaign 2024 Background Paper. This paper can be used as a briefing paper\, as a newsletter and to help guide advocacy work. \nCALL to ACTION & COMMUNICATIONS PACK \n

SUMMARY:Establishing a UN Envoy and other Representatives of Future Generations (including Parliament Committees for the Future)
DESCRIPTION:Invitation to September 5 event:\nEstablishing a UN Envoy and other Representatives of Future Generations\n(including Parliament Committees for the Future) \nWe cordially invite you to Protecting the Rights and Wellbeing of Future Generations through Institutional Representatives\, an online event to: \n\nDiscuss the UN Secretary-General’s proposal to establish a UN Special Envoy for Future Generations;\nLearn from existing examples of representative positions protecting the rights and wellbeing of future generations;\nEncourage local\, national and regional authorities (including parliaments) that have not already done so to establish similar representative positions.\n\n \nEvent information:\nThe event will be held in two repeat sessions to enable participation from time zones around the world: \nSession 1 timed for Asia/Pacific (and early risers in Europe):\nUTC 6am / CET 8am / Kathmandu 11:45 / Bangkok 13:00 / Tokyo 15:00 / Canberra 16:00 / Suva 18:00.\nRegister for Session 1. \nSession 2 timed for Americas/Africa/Europe\nSan Francisco 8am / Eastern Time 11am / Santiago 12noon / UTC 15:00 / CET 17:00 / Nairobi 18:00.\nRegister for Session 2. \nMore about the event\nIn Our Common Agenda\, UN Secretary-General Antonio Guterres proposed three key initiatives to build institutional “representation for succeeding generations\, including through a repurposed Trusteeship Council\, a Declaration on Future Generations\, and a United Nations Special Envoy for Future Generations.” \nThe proposal for a UN Envoy for Future Generations has been promoted by World Future Council and others in conjunction with Representatives of Future Generations at local\, national\, regional and multilateral levels. \nThe purpose of such representatives is to ensure that the rights and wellbeing of future generations are taken into account in policies and decisions made today. The representatives act much like an auditor – an independent\, external post that reviews policy developments\, to ensure their consistency with the rights of future generations. \nExamples of such representatives include the Hungary Ombudsperson for Future Generations\, Malta Guardian of Future Generations\, Wales Future Generations Commissioner\, Finland Parliament Committee for the Future\, Lithuania Parliament Committee for the Future\, and the Oxfordshire Council Champion for Future Generations. \n  \nMore info: https://www.wfm-igp.org/event/protecting-the-rights-and-wellbeing-of-future-generations-through-institutional-representatives/

SUMMARY:“Building global momentum for a sustainable and equitable future”
DESCRIPTION:An offsite hybrid event on the margins of the UN Summit of the Future\n(Zoom link to register: \nhttps://us06web.zoom.us/meeting/register/tZUoc–grDkjHNQ27h5sKyStJw_e9ZEXAtHq#/registration \nConcept note\nPlease join us in this side event where experts and advocates on Environment\, Financing for Development and Social Justice help us explore new perspectives on an old problem: how to transform the system to ensure that human well-being\, equal rights and the health of the planet are at its center. \nThe current endless pursuit of growth and respective economic model have exceeded planetary boundaries\, causing resource depletion\, environmental degradation and deeper social inequalities. Environmental protection is not a luxury that can be postponed until countries have\nmet their other obligations and priorities: it is an existential imperative without which humans and the planet will not survive. \nThe United Nations Summit of the Future (SOTF) held in New York September 22-23\, 2024\, brought together world leaders to forge a new international consensus on how to “deliver a better present and safeguard the future”. The outcoming Pact for the Future document is expected to demonstrate the growing global momentum towards building societies that value more than just economic output. Social progress measured in a business-as-usual\, GDP-centric view of prosperity must be replaced by new developmental models that place collective wellbeing\, ecological sustainability and intergenerational solidarity as main priorities. A strong normative framework at the national level is essential to meet developmental and environmental needs of present and future generations in a healthy\, clean and sustainable environment. \nFor this purpose\, development must be supported by an international economic environment that incorporates this new\, post-growth framing of the Right to Development. A deep reform of the international monetary\, tax and financial systems is thus required to adapt and respond to the complex realities of the XXI century. \nIntergenerational solidarity is embedded in the DNA of the Sustainable Development Goals (SDGs). Both the SDGs and the Pact for the Future commit member states to policies that promote equity between generations\, ensuring that resources\, opportunities\, and support systems are accessible to both Youth and Older persons. This holistic approach\, essential for implementing the SDGs\, requires at its base a clear commitment to sustainability by all member states. \nIndigenous perspectives can provide valuable insights into intergenerational solidarity\, the sustainability of development and the environment. Indigenous knowledge systems and codes emphasize a harmonious relationship with nature\, community well-being\, and respect for all generations\, aligning closely with the principles of sustainable development. By integrating these indigenous principles into the global discourse on intergenerational solidarity\, we can balance a\ndistribution of resources that supports both current and future needs\, thus enhancing our understanding of sustainable practices that honor the interconnectedness of all generations. This approach not only addresses immediate challenges but also fosters a resilient and inclusive long-term framework for achieving the SDGs\, ensuring that no one is left behind. \nBy signing this Pact of the Future member states have pledged to execute transformative policies\nto bring about urgent solutions through structural change\, with all human rights as\nits foundation\, for the preservation of people and planet. The event will discuss the responsibility\nof NGOs to ensure its implementation and enhance the global momentum toward a sustainable\nand equitable future through intergenerational solidarity and collaboration. \n  \nPanelists:\n– Liberato C. Bautista\, President\, Conference of Non-Governmental Organizations (CoNGO)\n– Cecilia Schirmeister\, Representative to the UN\, Bahá’í International Community \n– Ivy Koek\, Representative to the UN\, Soka Gakkai International\, Co-Chair of NGO\nCommittee on the Status of Women\n– Ananda Lee Tan\, Strategy Advisor\, Just Transition Alliance\n– Ranbir Singh Mangat\, SDG Campaigner\, Sikh Human Rights Group \nWelcoming/Introductory remarks:\nMaria Fornella\, UN Representative\, Soroptimist International \nModerator:\nDr. Despoina Afroditi Milaki\, UN Representative\, International Presentation Association \nSotF offsite event Concept Note
