SUMMARY:Language Rights for  Peace\, Justice and Strong Institutions
DESCRIPTION:The Study Group on Language and the United Nations presents\nLanguage Rights for\nPeace\, Justice and Strong Institutions\nA Virtual Symposium on 10-11 June 2024\n  \nMultilingualism is a core value of the United Nations.  Yet it is rarely addressed in relation to the targets and indicators of the Sustainable Development Goals. Recent milestones call attention to the relevance of multilingualism and language rights. The 30th anniversary of the Declaration on the Rights of Persons Belonging to National or Ethnic\, Religious and Linguistic Minorities was commemorated in 2022.  The launch of the International Decade of Indigenous Languages also in 2022 brought renewed attention to the Declaration on the Rights of Indigenous Peoples (UNDRIP).  In addition\, the 75th anniversary of the Universal Declaration on Human Rights was celebrated in 2023. Each of these instruments\, among others (e.g.\, the International Covenant on Civil and Political Rights [ICCPR]) have in common attention to language rights\, including nondiscrimination with regard to language.  The Declaration on Minorities\, UNDRIP\, and ICCPR\, in turn\, variously enshrine the rights to language in settings such as education\, media\, and jurisprudence as well as the right to participate in all domains of society\, including decision-making and political processes. \nThis two-day virtual symposium draws attention to the essential role that multilingualism must play in initiatives by the United Nations\, Member States\, non-governmental organizations\, the private sector\, and other stakeholders to foster peace\, justice and strong institutions.  Language mediates all human experience.  Fully inclusive dialogue\, problem-solving and justice must involve substantive use of multilingualism to ensure that people can understand one another\, access information equitably\, and participate democratically. Multilingualism is fundamental to peaceful solutions and strong institutions. Prof. Helga Kromp-Kolb is not only a renowned climate researcher\, but also a true cosmopolitan: born in Vienna\, the diplomat’s daughter grew up in France\, Luxembourg\, India and Austria. She was also later drawn from Austria to other countries. Among other things\, she taught in the USA at the San José State University in California. The European Union has adopted a binding horizontal framework for AI regulation with the AI Act. Other major developments include the United States’ Executive Order on AI\, the G7 Hiroshima Process\, and recent proposals by Brazil and Chile for new AI laws\, among others. National research institutions focusing on AI safety have been established in the US\, the UK\, and Japan. \nIn the context of this changing landscape and emerging challenges of implementing responsible and effective systems of AI governance\, the Social and Human Sciences Sector of UNESCO is hosting a Policy Dialogue on AI Governance\, which will include a series of events designed to address these pressing issues. This event is hosted in conjunction with a closed-door meeting by the AI Ethics Experts without Borders meeting on the 27th June. \nThe event will kick off with a session presenting the latest implementation outcomes of the UNESCO Recommendation\, followed by a launch of the first report of a major project between UNESCO and the Dutch Digital Infrastructure Authority\, funded by the European Commission – DG Reform. Important peace processes are stalling\, multilateral organisations are losing their relevance\, the calls for dialogue and civil society-based tools of conflict resolution and peace work are fading\, and resources are lacking. \nThis year’s Austrian Forum for Peace\, titled “Towards a Climate of Peace“\, aims to address the challenges of international conflict transformation in a changing world. The conference seeks to strengthen networks\, discuss different approaches\, initiate thought processes\, generate ideas\, and contribute to the promotion of sustainable global peace. \nIncreasing global complexity and unpredictability are exacerbated by the effects of the man-made climate crisis. This threat is felt across conflict lines and can worsen the burden on countries affected by conflict. However\, it can also be an opportunity to build trust between opposing parties and work together on solutions. This approach\, known as Environmental Peacebuilding\, was first discussed at the UN Climate Change Conference COP 28 in 2023 and has been specifically pursued at the ACP for some time. \nAt the same time\, the global system is becoming more fragmented and restructured\, partly due to the increasing number of international mediation parties\, some of which are involved in conflicts. In this new reality\, one possible approach could be to use the comparative advantages of new\, different actors in a targeted manner to support regions affected on their way to a climate of peace. \nThe use of technology\, including artificial intelligence\, also plays a major role not only in warfare worldwide\, but increasingly also in considerations and projects for the prevention of civil conflict and peacebuilding. \n  \nEvent Schedule and More Info

DESCRIPTION:**Call for Participation**\n\nSDG 16 and the \nInternational Decade of Indigenous Languages: \nOpportunities for Linguistic Rights\nHigh-Level Political Forum 2024 Side Event\n\n \n9 July 2024\n\n\n\n\nThe Universal Esperanto Association\, SIL International\, and the NGO Committee on Language and Languages will hold an official side event of the High-Level Political Forum (HLPF) 2024. \nThis side event brings together scientific experts in the field of language rights\, leaders of indigenous communities\, and civil society representatives actively working on the ground\, all of whom offer unique perspectives on how realizing the targets of SDG 16 with respect to indigenous peoples will benefit from close attention to the Declaration on the Rights of Indigenous Peoples\, which codifies rights to language in settings such as education\, media\, and government administration.  Drawing upon documented best practices and empirical research\, they demonstrate how the International Decade of Indigenous Languages (IDIL) can be leveraged to advance SDG 16 through the implementation of language rights and innovative multilingual solutions.  \n\n\nFormat\nThe meeting will take place virtually on 9 July 2024 from 13:00-14:30 EDT/New York via Zoom.  It is anticipated that interpreting will be provided in English\, French\, and Spanish.\n\nRegistration\nColleagues from Member States\, representatives of NGOs\, UN Secretariat and agency staff\, scholars\, indigenous community members\, language professionals\, and others interested in indigenous language rights are invited to register for the briefing using this general registration form no later than 7 July 2024.
