SUMMARY:Fourth CoNGO Global Thematic Webinar on Peace\, Human Security and Sustainability  for People and the Planet
DESCRIPTION:  \n \nTime Zone Calculator \nRegister here for online participation. \nThe webinar will be conducted in English\, Spanish\, French and Arabic. \nCONCEPT NOTE \n\nThe Civil Society Summit on Substantive Issues\, “Shaping the Future: The UN We Need for the World We Want\,”  by CoNGO on 8 October 2021\, highlighted global justice among all humanity’s significant global critical concerns. The Summit brought together over 1\,000 participants worldwide to contribute experience and competencies\, share doubts about our current world\, and collectively articulate aspirations and proposals we must achieve for the world we want. The Civil Society Summit was rich in outlining concepts and actions needed to shape the future.\n\n  \n\nAs a direct outcome\, the CoNGO General Assembly resolved to use the outcome of the Summit—the Synthesis Report—as a substantive basis for CoNGO’s programmatic direction\, especially highlighting it in 2023\, CoNGO’s 75th  anniversary year. The assembly agreed to convene a series of six high-level global thematic webinars throughout 2023 to highlight and engage a global constituency on the critical themes articulated at the Summit and to elaborate on the agenda\, responses\, and actions necessary to implement the anniversary theme: “defining the present\, shaping the future\, and making the change now.”\n\n  \n\nThe first webinar (March 2\, 2023) focused on social justice\, particularly migration\, racial\, and health justice. The second webinar (June 5\, 2023) focused on pursuing global justice and solidarity\, particularly realizing Agenda 2030\, sustainable development and humanitarian action. The third iteration of the webinar series (August 31\, 2023) will focus on gender justice\, youth and intra- and intergenerational justice and solidarity for future generations. This fourth webinar will focus on peace\, human security and the threats to the security and sustainability of people and the planet. Other webinars will focus on UN-NGO relations in revitalizing multilateralism and addressing the erosion and shrinking of civil spaces for democratic discourse.\n\n  \n\nThis fourth webinar will continue what previous webinars explored—engaging CoNGO’s constituency into a deeper dive into the UN Secretary-General António Guterres’s  “Our Common Agenda\,” including the proposed convening in 2024 of a Summit of the Future\, which is projected to offer what is being called  the “Pact for the Future.” The webinar will also examine the UN SG’s Policy Brief on A New Agenda for Peace. The policy brief included recommendations “to achieve more “effective multilateral action for peace and security\, based on international law\, for a world in transition.” The policy brief also outlines “an extensive and ambitious set of recommendations that recognize the inter-linked nature of many of the challenges we face. A New Agenda for Peace is framed around the core principles of trust\, solidarity\, and universality that are the foundations of the Charter and of a stable world. It presents twelve concrete sets of proposals for action in five priority areas.”\n\n  \n\nThe CoNGO Civil Society Summit of October 2021 made the following recommendations that have only gained importance in the interval. “Peace is the basis of all\, be it the inner peace of the person\, her outer peace with her surroundings\, peace among nations\, and peace with our environment – our surroundings such as plants\, animals\, climate. If peace is missing\, progress on all the other SDGs is immediately lost…No country\, item\, or other Goal is as fundamental\, as paramount\, as peace…All SDGs are interwoven: we must start with peace.” World Academy of Art and Science understands that a growing sense of insecurity pervades the lives of people around the world. Peace is an essential precondition for human security\, but it is no longer a sufficient standard for governing international relations. People everywhere aspire for security at the personal level and the national security that addresses the needs and aspirations of every individual. The concept of Human Security affirmed by the UN General Assembly Resolution includes food\, health\, economic\, political\, ecological\, community and individual. It is a people-centered approach that unites all 17 SDGs and the cross-cutting theme that links the peace\, security\, health and well-being of humanity with the stability and health of the planet.\n\n  \n\nThe Webinar on September 7 will take place some ten days before the UN High-level Political Forum on Sustainable Development under the auspices of the UN General Assembly (also known as the SDG Summit). The Webinar discussions will address the Political Declaration to be adopted by the Summit and contribute to any final emphases. The following are relevant considerations. Paragraph 20 of the draft Political Declaration states\, “Sustainable development cannot be realized without peace and security\, and peace and security will be at risk without sustainable development. We reaffirm the need to build peaceful\, just and inclusive societies that provide equal access to justice and that are based on respect for human rights (including the right to development)\, on effective rule of law and good governance at all levels and on transparent\, effective and accountable institutions.” Paragraph 26 of the draft Political Declaration states\, “In many parts of the world\, armed conflicts and instability have persisted or intensified\, causing untold human suffering and undermining the realization of the Sustainable Development Goals. SUMMARY:Third CoNGO Global Thematic Webinar: Gender Justice\, Youth\, and Intra-/Intergenerational Justice   and Solidarity for Future Generations
DESCRIPTION:Register here for online participation.\nThe webinar will be conducted in English\, Spanish\, French and Arabic. \nCONCEPT NOTE \n(Version 4.5) \n1. The Civil Society Summit on Substantive Issues\, “Shaping the Future: The UN We Need for the World We Want\,”  by CoNGO on 8 October 2021\, highlighted global justice among all humanity’s significant global critical concerns. The Summit brought together over 1\,000 participants worldwide to contribute experience and competencies\, share doubts about our current world\, and collectively articulate aspirations and proposals we must achieve for the world we want. The Civil Society Summit was rich in outlining concepts and actions needed to shape the future.  \n2. As a direct outcome\, the CoNGO General Assembly resolved to use the outcome of the Summit—the Synthesis Report—as a substantive basis for CoNGO’s programmatic direction\, especially highlighting it in 2023\, CoNGO’s 75th  anniversary year. It agreed to convene a series of six high-level global thematic webinars throughout 2023 to highlight and engage a  global constituency on the critical themes articulated at the Summit and to elaborate on the agenda\, responses\, and actions necessary to “define the present\, shape the future\, and make the change now.” This latter phrase is the anniversary’s theme. \n3. The first webinar (March 2\, 2023) focused on social justice\, particularly migration\, racial\, and health justice. The second webinar (June 5\, 2023) focused on pursuing global justice and solidarity\, particularly realizing Agenda 2030\, sustainable development and humanitarian action. This third iteration of the thematic webinar series (August 31\, 2023) focuses on gender justice\, youth and intergenerational solidarity\, with a specific highlight on the responsibility of the present generation to protect and promote the human rights of future generations. The fourth webinar scheduled for Sept. 7 will focus on peace and the threats to the security and sustainability of people and the planet. Other webinars will focus on UN-NGO relations in revitalizing multilateralism and addressing the erosion and shrinking of civil spaces for democratic discourse. \n4. The Synthesis Report emphasized the intersections of gender and other issues. Peace is not only the absence of war but the presence of justice in society. It stressed that “gender equality and justice foster conditions that make peace possible for all…Gender equality and justice foster conditions that make peace possible for all.” It also asserted that “the climate-gender-youth intersection requires our full engagement\, recognizing that women and girls consistently carry the main social burdens” and that “a people-centered approach [is] crucial [in]…address[ing] the existing inequities in access to health\, education\, social protection and employment.” “Financing must also be gender-transformative\,” the report added. “Human security includes protection for the vulnerable\, gender justice\, redress for victims\, empowerment for rights holders and accountability for perpetrators of human rights violations. Human security is closely linked with Agenda 2030 and achieving the Sustainable Development Goals.” \n5. This third webinar will explore further what the Synthesis Report meant by advocating for Governments “to endorse  (and fund)  the Secretary-General’s intention to appoint a Special Envoy for Future Generations.” It is recalled that the 2014 CoNGO General Assembly supported a similar proposal\, then entitled Ombudsman for Future Generations). CoNGO will “engage its membership in the shaping and empowering future generations as envisaged by the UN SG’s “Our Common Agenda\,” including the proposed convening in 2024 of a Summit of the Future. “A robust\, responsible and responsive UN – and multilateralism itself – must invest in our children and youth\,” the Synthesis Report stressed. These will guide discussions on intergenerational solidarity for future generations\, including an outcome document that NGOs want to address both in the drafting process and the substance of what is planned as the “Pact for the Future.” The webinar will also examine the key takeaways of the ECOSOC Youth Forum 2023 proposals. \n6. The keynote presentations will address the webinar topics\, while three panels will address specific issues. Panel 1 will focus on gender justice in a transformed multilateralism. This panel will address gender equality as a fundamental human right and how a multilateral approach to gender justice with a transformative framework will influence societies’ economic\, political\, and social transformation. Panel 2 is a roundtable discussion with nine young people about the sources of their fears today and their hopes for the future. They include the triple environmental crisis of climate change\, pollution and biodiversity loss; the exceeding of “planetary boundaries” through unsustainable patterns of production and consumption; global health threats such as the Covid-19 pandemic; inadequately controlled and regulated new technologies; the scourge of war and the deployment of weapons of mass destruction\, global conflict and the outbreak of war; and the erosion of long-established norms of democratic governance and civil and political rights in many countries. These and a range of other developments are posing profound threats to the ability of future generations to enjoy all internationally recognised human rights. \nDespite the gravity of the human rights threats faced by future generations and a rapidly evolving scholarship on this subject\, there has not been enough attention to the human rights of future generations within the UN and other multilateral fora. The time was thus ripe to build on three prior Maastricht initiatives that made major contributions to the development of human rights law: The Limburg Principles on the Implementation of the International Covenant on Economic\, Social and Cultural Rights (1986); the Maastricht Guidelines on Violations of Economic\, Social and Cultural Rights (1997); and the Maastricht Principles on Extraterritorial Obligations of States in the Area of Economic\, Social and Cultural Rights (2011). The fourth Maastricht project thus focuses on addressing the major gap in human rights protection – the human rights of future generations. \nThe Maastricht Principles\, adopted on the 3rd of February 2023\, seek both to consolidate and develop existing human rights standards to enhance the protection and fulfillment of the human rights of future generations. They provide a valuable guide to ensure that any action to strengthen solidarity with future generations is in line with international human rights law. It is hoped that the Principles will influence national and regional international governance processes\, decision-making\, standard-setting and jurisprudence\, as well as promote social mobilization to advance the human rights of future generations. Their legal foundations can be found in international instruments\, national legislative frameworks\, and in Indigenous Peoples’ laws. \nHuman rights experts will present the motivation\, the main debates and processes that led to their adoption\, and key themes in the Principles. We live in a time beyond warning. Global inequities are widening. The ambitious UN Agenda 2030 with its 17 Sustainable Development Goals (SDGs) is far from its realization. A climate emergency time bomb is ticking and already causing disasters for many millions of people. Action to cope with humanitarian crises is meeting increasing challenges\, not least a decline in public attention to some of the most serious and long-lasting\, accompanied by a decrease in funding. \n2. Food insecurity and a cost-of-living crisis are leaving millions of people behind. Today\, 828 million people are undernourished—this has risen by 150 million over the last three years. The debt crisis is alarming\, with 60% of low-income countries and 30% of emerging market economies in or near debt distress\, pushing nations to the brink where governments cannot provide their citizens adequate health\, education\, social protection\, and other human resources rights. \n3. Pursuing Global Justice—to ensure the right to development for all the citizens and nations of the earth and address the systemic root causes of a divided world—is a fundamental issue of our time. It must stand at the center of realizing the aims of the United Nations Charter and the Universal Declaration of Human Rights\, whose 75th anniversary is commemorated this year. \n4. The Sustainable Development Goals (SDGs) have a deep-rooted relationship to peace and stability. Without peace\, all other goals—from focusing on youth\, women and gender justice (SDG5) rights to addressing climate change (SDG13) and water (SDG6)\, energy (SDG7) and food security (SDG2)\, sustainable cities (SDG11) and sustainable industrialization (SDG9)—will be impossible to achieve. The connection between peace and development is so intrinsic that bridging the gap between humanitarian and sustainable development responses is critical and urgent to addressing lingering and protracted polycrisis. In the same vein\, implementing Women Peace and Security (WPS) priorities—a political commitment in the Secretary General’s Action for Peacekeeping (A4P) initiative—will be reaffirmed\, recognizing women’s equal participation in peace processes and achieving global development goals. \n5. The Sustainable Development Goals (SDGs) have a deep-rooted relationship to peace and stability. Without peace\, all other goals—from focusing on youth\, women and gender justice (SDG5) rights to addressing climate change (SDG13) and water (SDG6)\, energy (SZDG7) and food security (SDG2)\, sustainable cities (SDG11) and sustainable industrialization (SDG9)—will be impossible to achieve. Similarly\, implementing Women’s Peace and Security (WPS) priorities—a political commitment in the Secretary General’s Action for Peacekeeping (A4P) initiative—will be reaffirmed\, recognizing women’s equal participation in peace processes and achieving global development goals. \n6. The United Nations agenda of 2023 is marked by the preparations for and holding of the September SDG Summit\, the High-Level Dialogue on Financing for Development\, and preparations for the 2024 UN Summit of the Future. At the SDG Summit\, Heads of State and Government will gather at the United Nations Headquarters in New York to review the implementation of the 2030 Agenda for Sustainable Development and the 17 Sustainable Development Goals (SDGs). The preparatory process for the SDG Summit has stressed the urgency of action and commitment to focus on reversing negative trends\, the immediate acceleration of SDG implementation and breakthroughs that steer towards transformative and systemic change. The 2024 UN Summit of the Future\, organized on the proposal of the UN Secretary-General\, will have a Ministerial meeting in September 2023 to set the stage for the Summit. To prepare for the Summit of the Future\, the UN Secretary-General appointed a High-Level Advisory Board on Effective Multilateralism (HLAB)\, which published its extensive report in April 2023: ”A Breakthrough for People and Planet: Effective and Inclusive Global Governance for Today and the Future.” The Report includes proposals on reconstituting our global financial system to provide fairer representation\, sustainable financial resources for all\, and adoption by the UN of a Pact for People and the Planet. The report stresses that ”On our current trajectory\, we face a collective breakdown. We are putting the existence of future generations at risk”. \n8. At the UN General Assembly\, a vital consultation process for the adoption by the 2024 Summit of a Declaration on Future Generations has started. These are ongoing UN processes that this second 75th Anniversary CoNGO webinar will seek to contribute to. \nCoNGO and the webinar \n9. The Civil Society Summit on Substantive Issues\, “Shaping the Future: The UN We Need for the World We Want\,” organized by CoNGO on 8 October 2021\, highlighted global justice among all humanity’s significant global critical concerns. \n10. The Civil Society Summit on Substantive Issues brought together over 1\,000 participants worldwide to contribute experience and competencies\, share doubts about our current world\, and collectively articulate aspirations and proposals for the world we want and must achieve. The Civil Society Summit was rich in outlining concepts and actions needed to shape the future. \n11. As a direct outcome\, the CoNGO General Assembly resolved to use the outcome of the Summit—the Synthesis Report—as a substantive basis for CoNGO’s programmatic direction\, especially highlighting it in 2023\, CoNGO’s 75th anniversary year. It agreed to convene a series of six high-level global thematic webinars throughout 2023 to highlight and engage the global constituency on the critical themes articulated at the Summit and to elaborate on the agenda\, responses\, and actions necessary to shape a future of human rights\, global justice\, social justice\, non-discrimination\, peace\, sustainable development\, human and environmental security\, and gender justice and inter-generational solidarity for all. \n12. The Syntheses report stressed that “The UN and Civil Society must raise solidarity as an essential universal standard\, proclaiming it a global public good. We need a new social contract that is not about economic recovery alone\, but an approach based on broad consensus and not on special deals\, and brings to the fore the voices of civil society and impoverished and marginalized communities.” “The CoVID-19 situation further illustrates the interests of the few taking precedence over the needs of the many. A cardinal principle should be prioritizing people and the planet over profit.” ”Climate change is a crucial driver of poverty and an inhibitor of sustainable development\, exacerbating population displacement and conflicts. Action today\, not promises today\, are what the world needs.” The report stated that ”the UN and Civil Society must also work more closely together on disaster risk reduction\, strengthening community resilience\, livelihoods” As a critical element to enable progress the Synthesis report stressed that ”The budgets of the United Nations System are minuscule in relation to the tasks assigned to it in the UN Charter and by governments. Member States must substantially increase unrestricted funding for the UN\, especially its core budget\, on a predictable and timely basis.” \nEmphases of the Second Webinar \n13. At this CoNGO webinar\, we will be able to highlight and discuss the following:\na. Review of the UN and expert conclusions on the implementation of agreed goals and the severity of the current climate\, environment and development crises and discussing how better to make people around the world informed on the realities of the crises which require action for their existence\, and that of future generations. \nb. Reaffirmation of the fundamental UN development principles of global solidarity\, right to development\, peace and security\, and common but different responsibilities\, including strengthening “the global architecture for peace\, security and finance; for ensuring more equity and fairness in global decision-making; for placing gender equality at the heart of a reinvigorated multilateral architecture; for rebuilding trust in multilateralism through inclusion and accountability” as recommended by the High-Level Advisory Board on Effective Multilateralism (HLAB). \nc. Reiteration of the treaty obligations on social and economic rights and the critical role of and strengthening of the public sector for their implementation and building social protection systems\, health\, education and other social services to co-design preventative and responsive support systems that fulfill the rights and meet the needs of people and adequately integrate human rights obligations and standards into budgetary decisions. \nd. Recognition that present and future water scarcity is and will be at the basis of increasing conflict\, the webinar (in the context of SDG 6) will touch upon equitable water rights and community leadership. Moreover (in the context of SDG 11)\, the webinar will explore the centrality of achieving sustainable cities\, including safe\, adequate\, affordable food\, housing\, water and energy services\, health services\, sustainable transportation\, and decent work and a living wage. \ne. Emphasis on SDG Goal 10\, called an Orphan goal by the ECOSOC President at the CoNGO Assembly in 2021\, while deepening inequality remains a key obstacle to achieving globally agreed ambitions of the 2030 Agenda for Sustainable Development\, its Sustainable Development Goals (SDGs)\, and the promise to leave no one behind. \nf. Underlining of the UN Charter\, which mandates the specialized agencies and related international organizations like the World Bank and IMF within the UN System to be under UN policy guidance and to review broadly supported reform proposals to enhance UN policy guidance and democratize those institutions\, and strengthen the role of developing countries in the international financial institutions. It can be recalled that the NGO Millennium Forum at the UN in 2000 made strong calls for such reforms. \ng. Recognition of the critical role of current financing for development processes and financing commitments within the climate change negotiations\, but also acknowledging that the global needs call for enormous\, far larger\, many trillions more of dollars\, financial resources to be raised and the need for a broad global public mobilization to generate such funds\, which possibly could include convening a UN world conference. \nh. Awareness-raising on the complexity of the current humanitarian crises caused by disasters and conflicts\, including the increasing concern by humanitarian and faith-based bodies over suffering caused by sanctions and unilateral coercive measures. \ni. Further stress on the need for a global information campaign to support drastically increased and total funding for the United Nations to fulfill its Charter role and implement its agreed programmes. \n14. A webinar outcome document will reflect the strong points raised in the presentations and discussions. Among others\, it will address concerns raised in the CoNGO Civil Society Summit of Substantive Issues (2021) and issues raised in the Secretary-General’s Advisory Report on Effective Multilateralism\, which is that “our global governance system be redesigned around equitable access to global public goods\, allowing all people\, everywhere to benefit from our collective resources\, knowledge\, and security.” \n15. The Outcome Document must reflect the urgency of ensuring the human species’ viability and the planet’s sustainability. This can only happen with radically new financial resources\, profuse political courage at all levels of governance\, and abundant political will among all people. Such resources must ensure the total funding of the core budget of the UN\, including all internationally agreed development goals. To reach the Agenda 2030 and the SDGs\, including reducing inequality within and among countries\, an unprecedented mobilization of resources is imperative\, reflecting the just and equal distribution of common global public goods. We live in a time beyond warning. Global inequities are widening. The ambitious UN Agenda 2030 with its 17 Sustainable Development Goals (SDGs) is far from its realization. A climate emergency time bomb is ticking and already causing disasters for many millions of people. Action to cope with humanitarian crises is meeting increasing challenges\, not least a decline in public attention to some of the most serious and long-lasting\, accompanied by a decrease in funding. \n2. Food insecurity and a cost-of-living crisis are leaving millions of people behind. Today\, 828 million people are undernourished—this has risen by 150 million over the last three years. The debt crisis is alarming\, with 60% of low-income countries and 30% of emerging market economies in or near debt distress\, pushing nations to the brink where governments cannot provide their citizens adequate health\, education\, social protection\, and other human resources rights. \n3. Pursuing Global Justice—to ensure the right to development for all the citizens and nations of the earth and address the systemic root causes of a divided world—is a fundamental issue of our time. It must stand at the center of realizing the aims of the United Nations Charter and the Universal Declaration of Human Rights\, whose 75th anniversary is commemorated this year. \n4. The Sustainable Development Goals (SDGs) have a deep-rooted relationship to peace and stability. Without peace\, all other goals—from focusing on youth\, women and gender justice (SDG5) rights to addressing climate change (SDG13) and water (SDG6)\, energy (SDG7) and food security (SDG2)\, sustainable cities (SDG11) and sustainable industrialization (SDG9)—will be impossible to achieve. The connection between peace and development is so intrinsic that bridging the gap between humanitarian and sustainable development responses is critical and urgent to addressing lingering and protracted polycrisis. In the same vein\, implementing Women Peace and Security (WPS) priorities—a political commitment in the Secretary General’s Action for Peacekeeping (A4P) initiative—will be reaffirmed\, recognizing women’s equal participation in peace processes and achieving global development goals. \n5. The Sustainable Development Goals (SDGs) have a deep-rooted relationship to peace and stability. The United Nations agenda of 2023 is marked by the preparations for and holding of the September SDG Summit\, the High-Level Dialogue on Financing for Development\, and preparations for the 2024 UN Summit of the Future. At the SDG Summit\, Heads of State and Government will gather at the United Nations Headquarters in New York to review the implementation of the 2030 Agenda for Sustainable Development and the 17 Sustainable Development Goals (SDGs). The preparatory process for the SDG Summit has stressed the urgency of action and commitment to focus on reversing negative trends\, the immediate acceleration of SDG implementation and breakthroughs that steer towards transformative and systemic change. The 2024 UN Summit of the Future\, organized on the proposal of the UN Secretary-General\, will have a Ministerial meeting in September 2023 to set the stage for the Summit. To prepare for the Summit of the Future\, the UN Secretary-General appointed a High-Level Advisory Board on Effective Multilateralism (HLAB)\, which published its extensive report in April 2023: ”A Breakthrough for People and Planet: Effective and Inclusive Global Governance for Today and the Future.” The Report includes proposals on reconstituting our global financial system to provide fairer representation\, sustainable financial resources for all\, and adoption by the UN of a Pact for People and the Planet. The report stresses that ”On our current trajectory\, we face a collective breakdown. We are putting the existence of future generations at risk”. \n8. At the UN General Assembly\, a vital consultation process for the adoption by the 2024 Summit of a Declaration on Future Generations has started. These are ongoing UN processes that this second 75th Anniversary CoNGO webinar will seek to contribute to. \nCoNGO and the webinar \n9. The Civil Society Summit on Substantive Issues\, “Shaping the Future: The UN We Need for the World We Want\,” organized by CoNGO on 8 October 2021\, highlighted global justice among all humanity’s significant global critical concerns. \n10. The Civil Society Summit on Substantive Issues brought together over 1\,000 participants worldwide to contribute experience and competencies\, share doubts about our current world\, and collectively articulate aspirations and proposals for the world we want and must achieve. The Civil Society Summit was rich in outlining concepts and actions needed to shape the future. \n11. As a direct outcome\, the CoNGO General Assembly resolved to use the outcome of the Summit—the Synthesis Report—as a substantive basis for CoNGO’s programmatic direction\, especially highlighting it in 2023\, CoNGO’s 75th anniversary year. It agreed to convene a series of six high-level global thematic webinars throughout 2023 to highlight and engage the global constituency on the critical themes articulated at the Summit and to elaborate on the agenda\, responses\, and actions necessary to shape a future of human rights\, global justice\, social justice\, non-discrimination\, peace\, sustainable development\, human and environmental security\, and gender justice and inter-generational solidarity for all. \n12. The Syntheses report stressed that “The UN and Civil Society must raise solidarity as an essential universal standard\, proclaiming it a global public good. We need a new social contract that is not about economic recovery alone\, but an approach based on broad consensus and not on special deals\, and brings to the fore the voices of civil society and impoverished and marginalized communities.” “The CoVID-19 situation further illustrates the interests of the few taking precedence over the needs of the many. A cardinal principle should be prioritizing people and the planet over profit.” ”Climate change is a crucial driver of poverty and an inhibitor of sustainable development\, exacerbating population displacement and conflicts. Action today\, not promises today\, are what the world needs.” The report stated that ”the UN and Civil Society must also work more closely together on disaster risk reduction\, strengthening community resilience\, livelihoods” As a critical element to enable progress the Synthesis report stressed that ”The budgets of the United Nations System are minuscule in relation to the tasks assigned to it in the UN Charter and by governments. Member States must substantially increase unrestricted funding for the UN\, especially its core budget\, on a predictable and timely basis.” \nEmphases of the Second Webinar \n13. At this CoNGO webinar\, we will be able to highlight and discuss the following:\na. Review of the UN and expert conclusions on the implementation of agreed goals and the severity of the current climate\, environment and development crises and discussing how better to make people around the world informed on the realities of the crises which require action for their existence\, and that of future generations. \nb. Reaffirmation of the fundamental UN development principles of global solidarity\, right to development\, peace and security\, and common but different responsibilities\, including strengthening “the global architecture for peace\, security and finance; for ensuring more equity and fairness in global decision-making; for placing gender equality at the heart of a reinvigorated multilateral architecture; for rebuilding trust in multilateralism through inclusion and accountability” as recommended by the High-Level Advisory Board on Effective Multilateralism (HLAB). \nc. Reiteration of the treaty obligations on social and economic rights and the critical role of and strengthening of the public sector for their implementation and building social protection systems\, health\, education and other social services to co-design preventative and responsive support systems that fulfill the rights and meet the needs of people and adequately integrate human rights obligations and standards into budgetary decisions. \nd. Recognition that present and future water scarcity is and will be at the basis of increasing conflict\, the webinar (in the context of SDG 6) will touch upon equitable water rights and community leadership. Moreover (in the context of SDG 11)\, the webinar will explore the centrality of achieving sustainable cities\, including safe\, adequate\, affordable food\, housing\, water and energy services\, health services\, sustainable transportation\, and decent work and a living wage. \ne. Emphasis on SDG Goal 10\, called an Orphan goal by the ECOSOC President at the CoNGO Assembly in 2021\, while deepening inequality remains a key obstacle to achieving globally agreed ambitions of the 2030 Agenda for Sustainable Development\, its Sustainable Development Goals (SDGs)\, and the promise to leave no one behind. \nf. Underlining of the UN Charter\, which mandates the specialized agencies and related international organizations like the World Bank and IMF within the UN System to be under UN policy guidance and to review broadly supported reform proposals to enhance UN policy guidance and democratize those institutions\, and strengthen the role of developing countries in the international financial institutions. It can be recalled that the NGO Millennium Forum at the UN in 2000 made strong calls for such reforms. \ng. Recognition of the critical role of current financing for development processes and financing commitments within the climate change negotiations\, but also acknowledging that the global needs call for enormous\, far larger\, many trillions more of dollars\, financial resources to be raised and the need for a broad global public mobilization to generate such funds\, which possibly could include convening a UN world conference. \nh. Awareness-raising on the complexity of the current humanitarian crises caused by disasters and conflicts\, including the increasing concern by humanitarian and faith-based bodies over suffering caused by sanctions and unilateral coercive measures. \ni. Further stress on the need for a global information campaign to support drastically increased and total funding for the United Nations to fulfill its Charter role and implement its agreed programmes. \n14. A webinar outcome document will reflect the strong points raised in the presentations and discussions. Among others\, it will address concerns raised in the CoNGO Civil Society Summit of Substantive Issues (2021) and issues raised in the Secretary-General’s Advisory Report on Effective Multilateralism\, which is that “our global governance system be redesigned around equitable access to global public goods\, allowing all people\, everywhere to benefit from our collective resources\, knowledge\, and security.” \n15. The Outcome Document must reflect the urgency of ensuring the human species’ viability and the planet’s sustainability. This can only happen with radically new financial resources\, profuse political courage at all levels of governance\, and abundant political will among all people. Such resources must ensure the total funding of the core budget of the UN\, including all internationally agreed development goals. To reach the Agenda 2030 and the SDGs\, including reducing inequality within and among countries\, an unprecedented mobilization of resources is imperative\, reflecting the just and equal distribution of common global public goods. ESCAP has scheduled its 2023 Plenary Session  (ESCAP 79) for May 15-19. We are delighted that our generous Bangkok host of many years\, Siam University\, kindly agrees to again host RCAP 2023 on May 19 and 20. (May 19\, the last day of ESCAP\, is normally a rather formal set of sessions to approve the conclusions reached  during the preceding week.) As 2023 is CoNGO’s 75th Anniversary\, we will also hold a commemorative event for that within the framework of RCAP.\n\n\nEach year the work of RCAP provides input to the UN High-Level Political Forum on Sustainable Development (HLPF)  –  which in 2023 is meeting at the UN.HQ in New York from July 10 to 19.   Information:  hlpf-un-org/ 2023/programme. In addition\, an SDG Summit will be held at the UN.HQ in September 2023\, to assess progress at approximately the halfway stage of 2015-2030. (https://www.un.org/en/conferences/SDGSummit2023)\nRCAP can have input to that too.\n\n\n This year’s HLPF theme is “Accelerating the recovery from the coronavirus disease (COVID-19) and the full implementation of the 2030 Agenda for Sustainable Development at all levels”. The 2023 HLPF will review the following SDGs: SDG 6 (Clean water and sanitation)\, SDG 7 (Affordable and clean energy)\, SDG 9  (Industry\, innovation\, infrastructure)\,  SDG 11 (Sustainable cities and communities)\, SDG 17  (Partnerships for the SDGs). The Voluntary National Reviews scheduled for HLPF 2023 include the following countries from the RCAP region: Brunei Darussalam\, Cambodia\, Fiji\, Maldives\,  Mongolia\, Singapore\, Timor-Leste\, and Vietnam.\n\n \n\nBased on past experience\, we will again focus RCAP’s content on the key action words of the HLPF theme in 2023\, namely “FULL IMPLEMENTATION  OF  THE  2030  AGENDA  FOR  SUSTAINABLE  DEVELOPMENT”.\n\n\nThe IMPLEMENTATION of the SDGs is so frequently lacking\, and it is in the implementation area that NGOs and CSOs are often setting an example to governments\, local authorities\, and other stakeholders. So we are hereby inviting all NGOs/CSOs on the RCAP mailing list to send CoNGO a document (text\, PPT\, chart\, etc) via our registration survey describing their specific projects and achievements in implementing one or more of the SDGs that are up for review this year. We want to have examples of grass-roots implementation that involves communities and makes a measurable difference in people’s lives.\n\n\nAs in past years\, we shall then use the project reports as the basis for a composite synthesis for submission to the 2023 HLPF.\n\n\nUnder the updated RCAP Terms of Reference\, the Steering Committee will be elected at the 2023 RCAP Session. (https://www.un.org/en/conferences/SDGSummit2023)\nRCAP can have input to that too.\n\n\n This year’s HLPF theme is “Accelerating the recovery from the coronavirus disease (COVID-19) and the full implementation of the 2030 Agenda for Sustainable Development at all levels”. The 2023 HLPF will review the following SDGs: SDG 6 (Clean water and sanitation)\, SDG 7 (Affordable and clean energy)\, SDG 9  (Industry\, innovation\, infrastructure)\,  SDG 11 (Sustainable cities and communities)\, SDG 17  (Partnerships for the SDGs). The Voluntary National Reviews scheduled for HLPF 2023 include the following countries from the RCAP region: Brunei Darussalam\, Cambodia\, Fiji\, Maldives\,  Mongolia\, Singapore\, Timor-Leste\, and Vietnam.\n\n \n\nBased on past experience\, we will again focus RCAP’s content on the key action words of the HLPF theme in 2023\, namely “FULL IMPLEMENTATION  OF  THE  2030  AGENDA  FOR  SUSTAINABLE  DEVELOPMENT”.\n\n\nThe IMPLEMENTATION of the SDGs is so frequently lacking\, and it is in the implementation area that NGOs and CSOs are often setting an example to governments\, local authorities\, and other stakeholders. So we are hereby inviting all NGOs/CSOs on the RCAP mailing list to send CoNGO a document (text\, PPT\, chart\, etc) via our registration survey describing their specific projects and achievements in implementing one or more of the SDGs that are up for review this year. CoNGO has encouraged and facilitated competent NGO inputs across the whole spectrum of local to planetary issues that constitute the daily and yearly agenda of the United Nations. \nCoNGO has often spoken out in defense of the values that the UN and civil society share and has addressed governments with the plea—indeed the demand—that the financial underpinning of the UN is substantially reinforced to enable the Organization to adequately respond to the needs of the planet and its people. The 50+ entities\, agencies\, commissions\, institutes\, and other bodies comprising the United Nations System are coping with world\, regional\, and local aspirations and crises. Civil Society’s engagement with the United Nations is critical to the fulfillment of its mandate and its work\, and CoNGO is a persistent and informed advocate of that cause. The depth and breadth of CoNGO’s knowledge of the United Nations System and NGO access to the system are unique. \nCoNGO marks its 75th anniversary in 2023\, with a look back\, of course\, but substantially with an eye to the future. The anniversary theme is “Shaping the Present\, Shaping the Future\, Making the Change\, Now.” CoNGO will make the Anniversary a significant milestone on the road of cooperation and interaction between Civil Society—international\, national\, and grassroots—and the United Nations System. By motivating and galvanizing the entire CoNGO constituency and the United Nations System\, CoNGO will build bridges to the future of multilateralism\, cutting through the fogs of populism and short-termism. Together\, the United Nations and Civil Society can—and must—work to enable future generations to enjoy healthy lives and sustainable livelihoods in greater peace\, social justice\, democracy\, and the rule of law. \nThe CoNGO 75th Anniversary Committee and the CoNGO Board are undertaking ambitious but realistic goals—all forming part of the vision and direction that the presidency of Liberato Bautista has set to do. They constitute the backdrop to the following activities and events\, which will be organized during the 75th Anniversary year and followed through for consolidation in 2024 and 2025: A) Four Anniversary Commemorative celebrations at UN Centres in Vienna (April)\, Bangkok (May)\, New York (October)\, and Geneva (December). B) Production of an anniversary book recounting the 75 years of CoNGO’s interactions among its members and with the UN System. C) Six global thematic webinars will follow up on the themes that emerged from a CoNGO Civil Society Summit held in October 2021 with over 1\,000 participants in person and online. DESCRIPTION:**Call for Participation**\n\n\n\n\nThe NGO Committee on Language and Languages presents \nNew Horizons in\n \nTranslation and Interpreting Technology \n13 April 2023 \nWhile technology has long mediated the work of language professionals\, recent innovations as well as ‘the new normal’ of virtual meetings following COVID-19 have brought a range of issues and questions into the foreground.  In what ways do technological tools make the work of translators and interpreters easier?  What (new) burdens do technological innovations present for translators and interpreters?  How has the rapid rise in the use of videoconferencing affected multilingual accessibility and also the health and well-being of interpreters?  How might the future of artificial intelligence (AI) present opportunities for equitable communication among speakers of different languages?  At the same time\, what implications does AI have for the human elements of communication and the roles of interpreters and translators?  A panel of leaders\, practicing professionals\, and researchers will take up these and other topics.  Representatives of NGOs\, Secretariat and UN agency staff\, colleagues from Member States\, language professionals\, researchers\, and students are welcome to attend. \nEvent Details \nThe NGO Committee on Language and Languages (CoLL) is hosting the dialogue forum virtually on 13 April 2023. \n08:45-11:00 – New York\n14:45-17:00 – Geneva\n15:45-18:00 – Nairobi\n20:45-22:00 – Bangkok \nRegistration \nRepresentatives of NGOs\, Secretariat and UN agency staff\, colleagues from Member States\, scholars\, language professionals\, students and others with an interest in technology for translation and interpreting.  There is no fee\, but pre-registration is required.  Register here as soon as possible\, but no later than 12 April.\n \nProgramme \n8:45-9:00am Sign In \n9:00-9:05am Francis M.
