It seeks to introduce a new taxing right in Pillar One focused on reforms to existing nexus and profit allocation rules, while Pillar Two is focused on a global minimum tax. The Two Pillar approach aims to introduce new elements into international taxation, such as limited formulary apportionment, multilateral dispute resolution and the allocation of taxing rights through a multilateral agreement. There are several pending issues which need resolution and are of importance to developing countries.

Background:

This major event of the International Union for Health Promotion and Education (IUHPE) is held every three years and will take place from May 15 to 19, 2022 in Montréal, Quebec.

The School of Public Health of the Université de Montréal (ESPUM), which has hosted the IUHPE International Secretariat since 2017, is joining forces with the IUHPE to develop the 24th World Conference on the theme: Promoting policies for health, well-being and equity. The Conference is organized by the School of Public Health of the Université de Montréal in collaboration with the Québec National Institute of Public Health, the Montréal Regional Directorate of Public Health as part of the “Centre intégré universitaire de santé et de services sociaux du Centre-Sud-de-l’Île-de-Montréal”, the Université de Montréal Hospital Centre, and the “Centre hospitalier universitaire Sainte-Justine.”

Health is a priority for all countries. Policies structure and guide action in various sectors of society. They are a key element in improving the health and well-being of populations and in reducing health inequalities. The development and adoption of policies that promote health and well-being for all and reduce inequalities have been central to health promotion strategies. Embedding health into policy and holding decision-makers accountable for the impact of their decisions on the health of the population is one of the priority areas of action set out in the WHO Ottawa Charter for Health Promotion and has been reinforced in subsequent WHO declarations and statements. Health promotion is a political action.

The IUHPE is the only NGO with a global scope that brings together decision makers, practitioners and researchers in the field of health promotion.  Its mission lies in moving forward effective health promotion and the development and implementation of healthy public policy. Its purpose is to provide leadership and advocacy in facilitating the development and implementation of health promotion knowledge and strategies.  It recognizes the need to strengthen the development of health promotion systems and ensure effective governance to improve health promotion action around the world and across sectors.

The 24th IUHPE World Conference on Health Promotion will provide a unique opportunity to take stock of strategies and actions that can be taken to align policies with health, well-being and equity objectives  (e.g. Health in All Policies), and to reinvigorate all sectors of society and all regions of the world concerned with supporting health and well-being. This will be an opportunity for researchers, health practitioners and decision makers and other sectors critical to population health to exchange knowledge and share experiences on progress and challenges in better aligning policies for the promotion of population health equity and well-being.

We invite all abstract submitters, including individual contributors, to interact and collaborate with other presenters and participants wherever possible. Participatory, collaborative and non-traditional session formats will be given priority in the selection process.

Abstracts can be submitted in eight different formats: 1) symposium, 2) workshop, 3) research oral/poster presentation, 4) innovation in policy and practice oral/poster presentation, 5) round table discussion, 6) alternative showing/new technology, 7) alternative showing/art, and 8) lunch with an author. For further information on each of these formats, please click here.

The deadline to submit an abstract is Friday 17 September 2021.

Indigenous Healing Ways for Mental Health

The Indigenous Health Subcommittee is offering a side event during the Permanent Forum on Indigenous Issues.

Indigenous practices for physical and mental healthcare have always been used in their communities and there are now attempts to revive and promote them in the mainstream, even in the COVID-19 era.This panel will feature US-based and global young indigenous mental health professionals who will discuss the current utilization of traditional healing practices for mental health based on their experiences, and current research on effectiveness of indigenous treatment outcomes. It will foster dialogue between mainstream and traditional medicine practices, and their integration as the best way forward for mental health care services in general.

Join us on April 29, 12-2PM for an important discussion with our NGO Committee Members, Rick Chavolla (as the discussant) and Rashmi Jaipal (as the moderator), and our incredible panel of young mental health professionals, featuring:

Digital and Financial Inclusion: Pathways to promote an inclusive Post-COVID-19 socio-economic recovery

World Bank data (September 2020) indicates that 212 countries have planned, introduced, or put in place 1179 safety net payments and other social protection measures for the most vulnerable populations. But reports also show that digital exclusion and lack of access to a bank account, in the form of a transactional or savings account or a digital wallet, continues to pose immense challenges for those in marginalized communities, especially women youth, refugees, and migrant workers in the informal sector, to recoup benefits from government relief measures such as cash transfers and subsidies, the very measures intended to help tide them over, in a quick and timely manner. Women continue to face widespread barriers to financial inclusion. Globally, of the 1.7 billion people that remain unbanked, meaning they do not hold an account at a bank or a mobile bank provider, approximately 1 billion are women and in developing countries. The 9% gender gap that existed over the last decade continues to persist.

While businesses are increasingly offering consumers the option to transact through online and mobile platforms, two major barriers prevent consumers from adopting these digital options: lack of internet connectivity (digital exclusion) and or lack of a bank account to receive or make payments (financial exclusion). In addition, Micro Small and Medium Enterprises (MSME) face considerable challenges in accessing digital financial services and credit, inclusive insurance schemes and online payment systems and retail platforms that will be keys for their survival in the post-COVID era.

Digital financial inclusion is ever more critical for marginalized communities, especially women, youth, refugees and informal migrant workers, to recover from the crisis and to ensure the survival and sustainability of MSMEs. Long-term risks and barriers of entry, including lack of access to Smartphone services due to marginalized populations’ inabilities to engage in contracts, complex lending practices, especially among women, poor digital literacy and financial literacy and numeracy skills, and lack of valid identification for refugees forced to leave all personal possessions behind, to name but a few, are significant obstacles that could cause more harm than good if not effectively managed. The Global community must act now to bridge the gaps and barriers restricting the world’s most vulnerable populations from meeting their financial needs.

Implementing appropriate regulatory measures in a timely manner is essential for consumer protection and to ensure the funds reach those whom it is intended for. In the July 1, 2020 Special Series Notes on COVID-19 of the International Monetary Fund, experts noted that while the need for social distancing has put a spotlight on digital financial services, scaling up too fast in times of crisis without appropriate regulatory mechanisms could pose a risk to stability and integrity.

The panel will explore the interlinkages between financial and digital inclusion, innovative advancement in fintech and digital infrastructure to advance last-mile connectivity and address the challenges to financial inclusion faced by marginalized communities and MSMEs, as well as propose measures to address regulatory challenges, and disparities in broadband connectivity.
