High-Level Meeting on the Midterm Review of the Sendai Framework for Disaster Risk Reduction 2015-2030: Working Together to Reduce Risk for a Resilient Future”

Convened by the President of the General Assembly, the High-Level Meeting of the General Assembly on the Midterm Review of the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030 (HLM) will take place during a two-day High-Level event at the General Assembly Hall and the Trusteeship Council Chamber from 18 to 19 May 2023.

Objective

The High-Level Meeting provides a platform for Member States, the United Nations system partners and other stakeholders to reflect on the findings and recommendations of the MTR SF and formulate a forward-looking and risk-informed approach to more effectively address systemic risk. The meeting will adopt a political declaration to renew commitment and accelerate the implementation of the Sendai Framework up to 2030.

The HLM is expected to:

  • Raise global awareness and generate political will and momentum to integrate risk reduction in all decision-making, investment, and behaviour in alignment with the Sendai Framework to reduce disaster risk and build resilience across sectors.
  • Showcase solutions and best practices to address gaps and obstacles and announce commitments and plans to accelerate implementation.
  • Encourage the adoption and application of a risk-informed and prevention-oriented approach, through multi-sector practices on disaster risk management and resilient development planning.
  • Showcase the value proposition of the full implementation of the Sendai Framework for the least developed countries, landlocked developing countries, and small island developing States.
  • Enhance national, sub-regional and international cooperation to realise risk-informed decision-making, investment, and behaviour to inform strategic foresight to prevent or prepare for future global crisis.

Registration

Please note that participants will have an opportunity to participate during the multistakeholder panels on day two of the High-Level meeting on 19 May 2023 in the Trusteeship Council Chamber. In the registration form, you will be able to indicate which thematic panel discussion is of interest to you.

The deadline for registration is 14 April 2023. 

The High-Level Meeting and the multistakeholder panels on 18 and 19 May 2023 will be broadcast live on UN Web TV. Please note that you don’t have to register if you plan to follow the webcast.

Forward-looking policies for a sustainable COVID-19 recovery

The session will discuss forward-looking polices to promote a sustainable recovery from the COVID-19 pandemic, based on the key messages from the peer learning sessions on the SDGs under in-depth review (4, 5, 14, 15, and 17).

Particular attention will be given to policy coherence and addressing trade-offs in SDG policies and COVID-19 recovery measures at regional, subregional, national and local levels. In this context, experiences from UNECE member States that have presented or will present Voluntary National Review (VNRs) at the High-level Political Forum on Sustainable Development will be discussed, with emphasis on VNRs as a means to promote policy coherence and multi-level collaboration. Lessons from Voluntary Local Reviews (VLRs) and from the regional and subregional levels will also be considered.

The session will feature a multi-stakeholder panel, composed of two representatives from member States, a mayor and a representative of civil society.
