16 Days of Activism Against Gender-Based Violence

This annual campaign – supported by the United Nations through the Secretary General’s UNiTE – began on 25 November, the International Day for the Elimination of Violence Against Women and ends on the International Human Rights Day, 16 December.

The 2022 UN theme is “UNiTE! Activism to end violence against women and girls.

The NGO Committee on Ageing of New York – through its Subcommittee on Older Women – participate in 16 Days of Activism Against Gender-Based Violence.

The NGO Committee on Ageing promotes Education along with Activism and includes ALL women and girls to emphasizes the invisibility of older women in this campaign and to raise awareness of their presence among survivors of gender-based violence.

In partnership with AARP and in collaboration with the Fordham University Institute for Women and Girls, the New York NGO Committee on Ageing Subcommittee on Older Women will disseminate brief informational messages – with links – throughout this campaign, raising the visibility of older women who also experience gender-based violence.

Background and Objectives

Highlighting the importance of older persons, the World Summit on the Information Society Forum in 2020, for the first time, has dedicated a special track to older persons and ICTs. Technological advances are becoming entrenched in many aspects of our societies and hold the potential to create opportunities towards an inclusive and sustainable development and provide tools to surmount the challenges faced by many to fully participate in the development process. However, where access to ICTs is limited and not inclusive, it can intensify existing inequalities and even create new ones. Both the opportunities and challenges intrinsic to technological progress have been illustrated by the COVID-19 pandemic. 

Available evidence shows that older persons are often among those that do not benefit fully from the potential of ICTs. This session will explore access and inclusion of older persons in technology, discuss the digital divide in this group identifying their main vulnerabilities, reasons and the impact that such divide has on older persons’ participation in society, and provide some examples of successful efforts to promote access and inclusion of older persons.

The event also serves as a springboard to the fifty-ninth session of the Commission for Social Development to be held in February 2021, where the priority theme is “Socially just transition towards sustainable development: The role of digital technologies on social development and well-being of all”.

Elder Abuse Awareness Day: The Impact of COVID-19 on Violence, Abuse, & Neglect of Older Persons

The UN General Assembly designated 15 June as World Elder Abuse Awareness Day (res. A/RES/66/127).  According to WHO estimates, 1 in 6 people aged over 60 suffers from abuse. That means nearly 141 million people globally. This number might be much higher as elder abuse is one of the most hidden and underreported violations. 

COVID-19 has put a spotlight on older persons including distressing reports of instances of abuse and neglect of older persons in long term care institutions. Not only older persons are at a high risk of serious illness and mortality, but they are also stigmatized through abusive language in both the conventional and social media. 

Despite the lack of reliable data on the actual scale of elder abuse in the community where the majority of older persons live, emerging reports reveal the high impact of the COVID-19 pandemic both in the rise of cases of abuse and in the disruption of the services and protective measures.

The UN Secretary-General in his Policy Brief: The Impact of Covid-19 on Older Persons warned that measures to restrict movement may trigger greater incidence of violence against older persons and all types of abuse – physical, emotional, financial and sexual as well as neglect. He also claimed that the lack of adequate legislation at national level to protect the rights of older persons and the absence of a dedicated internationally agreed legal framework, contribute to the vulnerability of older persons and may have contributed to the inadequate responses to the COVID-19 crisis and that these gaps must be filled.  

There is an urgent need to combat and prevent this serious human rights violation. Many Member States’ delegations at sessions of the Open-ended Working Group on Ageing expressed the need to develop universally applicable normative standards for the protection of older persons against violence, neglect and abuse, which would contribute to providing a comprehensive response and would also provide guidance for the development of a reporting, accountability and remedy mechanism for such violations suffered by older persons.
