Leveraging SDG 17 to strengthen and improve the VNR process

Agenda:

Two lively panel debates will invite panelists to share the perspectives of governments, UN agencies, civil society and others with regard to the implementation of key SDG 17 commitments in different regional and national contexts. Panelists will explore the extent to which a full operationalization of these SDG 17 key commitments would greatly enhance the ability of civil society and other stakeholders to engage more effectively with national VNR processes, and ultimately to accelerate the implementation of the SDGs by 2030.

Objectives of Side Event:

This side event will focus on examining how the operationalization of SDG 17’s key commitments on capacity building, multi-stakeholder partnerships, technology transfer and financing for development could significantly increase CSO effectiveness in engaging with VNR follow up and review processes in the context of Building back better from the coronavirus disease (COVID-19) while advancing the full implementation of the 2030 Agenda for Sustainable Development.

The annual review of SDG 17 by the UN HLPF highlights the importance placed by the international community on the 2030 Agenda’s aim to “Strengthen the Means of Implementation and revitalize the Global Partnership for Sustainable Development.” 

The concept of ‘Means of implementation’ describes the interdependent mix of financial resources, technology development and transfer, capacity‐building, inclusive and equitable globalization and trade, regional integration, as well as the creation of a national enabling environment required to implement the new sustainable development agenda, particularly in developing countries.   

SDG 17 has 17 targets to be achieved by 2030, broken down into five categories: finance, technology, capacity building, trade and systemic issues (including policy coherence for sustainable development , multi-stakeholder partnerships etc). 

Civil society organisations around the world believe that unless SDG 17’s key commitments are fully operationalised, there is a very real danger of the significant underachievement of the SDGs by 2030, particularly given the devastating impacts of the COVID 19 pandemic in recent years.

World Elder Abuse Awareness Day

This year’s observance of World Elder Abuse Awareness Day (WEAAD) at 1:30pm (NYC time) on June 15 coincides with the fourth review of the Madrid International Plan of Action on Ageing (MIPAA) and the United Nations Economic Commission for Europe (UNECE) Ministerial Conference on Ageing in Rome, Italy. While there will be an in-person WEAAD observance, we are pleased to invite everyone to participate virtually.

In preparation for the event, this month the NGO Committee on Ageing-NY participated in the review and appraisal cycle of MIPAA in Rome. A new preamble paragraph has been added to recall the Universal Declaration of Human Rights, the Convention on the Elimination of all forms of discrimination against women, and the convention on the Rights of Persons with Disabilities, among other treaties and covenants. The fact remains that older persons remain invisible and unprotected. The pandemic’s excessive toll on older persons has documented that human rights of older persons are not being protected. We must continue to advocate for a legally binding document to protect the human rights of all older persons.

Please note: The UN International Day of Older Persons (UNIDOP) will be held once again in person at the UN (and live webcast). The exact observance date is pending due to space availability at the UN. The NGO Committee on Ageing-NY is collaborating on the theme with its counterparts in Geneva and Vienna on addressing older women and issues of climate change, pandemic and other issues, but from the perspective of the resilience and contributions of older women. Robin Fenley is chairing this year’s observance.

Note: The new chair of the Vienna Committee on Ageing is Shantu Watt and in Geneva, the new chair is Kelly Fitzgerald.

Multi-year Expert Meeting on Trade, Services and Development

The ninth session of the Multi-year Expert Meeting on Trade, Services and Development will be held with physical and remote participation from 4 to 6 July 2022. The substantive topic of the session is the evolving landscape of digital trade in services.

Participation and Registration:

Member States are invited to nominate experts from the public and/or private sectors. Nominated experts are encouraged to participate in all sessions of the Multi-year Expert Meeting on Trade, Services and Development to ensure continuity. Each State is encouraged to nominate up to five experts to participate remotely. This session is open to all member States of UNCTAD. Other organizations, including specialized agencies, intergovernmental bodies and non-governmental organizations in the general and special categories, as well as academia, research institutions and the private sector, may participate as observers.

The World Summit on the Information Society (WSIS) Forum is a multistakeholder platform to coordinate implementation activities, exchange information and knowledge, showcase innovation, share best practices and foster partnerships to ensure ICTs remain a key enabler in achieving the Sustainable Development Goals.

Under this year’s theme, ‘ICTs for Well-Being, Inclusion and Resilience: WSIS Cooperation for Accelerating Progress on the SDGs’, the WSIS Forum continues to highlight the implementation of the WSIS Action Lines in accelerating the achievement of the Sustainable Development Goals.

The WSIS process is aligned with the 2030 Agenda for Sustainable Development, which is highly dependent on ICTs for its implementation.

The Opening Segment will inaugurate the Final Week of the WSIS Forum 2022 and will consist of opening statements from the WSIS Forum 2022 co-organizers, UN partners, sponsors, and representatives of stakeholders engaged in the WSIS Process.

To mark the 2021 International Migrants Day, the Organization for Security and Co-operation in Europe (OSCE) – the Office of the Co-ordinator of OSCE Economic and Environmental Activities (OCEEA) – in cooperation with the International Labour Organization (ILO) and the European University Institute (EUI) are glad to invite you to participate to the event Understanding Public Attitudes towards Migrants Beyond Polarization, taking place on Friday 17 December from 14:30 to 17:30.

By discussing the challenges related to an increasing polarized debate about migration and migrants, the event will offer the opportunity to illustrate the E-MINDFUL project that OCEEA, ILO and EUI are implementing jointly. Future Directions for Gender-sensitive Ammunition Management Processes

As the UN General Assembly receives the Final Report of the Group of Governmental Experts (GGE) on problems arising from the accumulation of conventional ammunition stockpiles in surplus, Member States will consider developing a more comprehensive approach to conventional ammunition management processes, one that addresses not only safety but security. One aspect that the GGE highlighted was the “value of considering ammunition management throughout its life cycle, using a gender analysis, in order to identify relevant entry points for gender mainstreaming” (A/76/324, para 81).

While gender analysis has been introduced to address a variety of aspects of small arms control, it has received less attention in the ammunition-specific domain, especially outside of stockpile management concerns. In response to this knowledge gap, the United Nations Office for Disarmament Affairs (UNODA) is implementing a project to promote effective, safe and secure ammunition management through the development of gender-responsive guidance, including in the framework of the International Ammunition Technical Guidelines (IATG) and the UN SaferGuard Programme.

Following the release of a briefing paper last year, UNODA and the Small Arms Survey are hosting a virtual event to launch a report that highlights gender considerations throughout the life-cycle management of ammunition, “Gender-sensitive Ammunition Management Processes: Considerations for National Authorities,” on the margins of the First Committee of the 76th session of the UN General Assembly.

The event will highlight the main elements from the publication, as well as provide a brief overview of the life-cycle management of ammunition.
